I was not directly involved with Oracle implementations but in one my previous jobs there was a side by side ERP teams - fortunately I was on Dynamics side - and Oracle guys (PJMs, Devs, Consultants) were living life like a hell. It is possible that maybe all of them were not capable enough but I do not think that is the case. Couple of things that I recall
1. Horrible support experience from Oracle
2. Standstill deployments due to bugs on Oracle's side -which will not be resolved for months sometimes, some cases the bugs were fixed in 15 days as well but many a times Devs had to struggle.
3. Cost is of course a factor
4. I think Dynamics UX is much better than Oracle Finance's and Dynamics keeps improved UX at every 3 years. You can see minor improvements every 6 months.
5. This might be equally true for Dynamics but it can be really really difficult to manage Oracle's ERP - People, Processes - wise.
6. Long term TCO for Oracle solutions has been historically nightmarish.
