VShadow.exe Volume Accessiblity across users

My backup application uses VShadow.exe with -exec option. If I execute VShadow.exe from the 'Local System User' will all users be able to use the temporary VSS Volume that has been created ?

Volume shadow service allows users to retrieve previous version of file if required to avoid data loss, this windows feature

If backup application is using that, that is for taking snapshot backup of open files and it will not accessible with users

Dear Maheshji,

I am the developer developing the backup application, Currently I run the VSS from the Service component of my Application and I can Access the Volume from the Application Component loaded within a User.
What I want to know is, if in some case it may not be accessible ?

If I recollect correctly, vss data resides with Windows in restricted area such as "system volume information" and by default only system account would have permission on this
Even administrators don't have direct access unless they take ownership and grant themselves permissions

What I have said earlier is a situation that is working on several of my customers machines and cannot be wrong.
My reason for asking on this group is that only one customer has an issue wherein I have to run the VSS from the Application component and not the service component.
So I wanted to know the expert opinion on the correct practice.
