Cannot remove 2008 R2 DC due to Single Master Operation role

Cannot remove a 2008 R2 DC.  Get message "unable to determine the ownership of Single Master Operation Role"

I ran netdom /query fsmo and all the roles are off that server.  However, I do not see Single Master Operation

How many DCs you have?
You can demote the server without replicating by this command. i.e.Force removal.
dcpromo /forceremoval

Shutdown this(problematic) server for couple of days and monitor. If everything goes well please start the server the server and remove without replicating.
After force removal do a cleanup.

You have to be careful in this situation. I suggest you hire a consultant to do this job for you.

you can forcefully remove dc by running "dcpromo /forceremoval command from elevated prompt and then cleanup server metadata from AD

Thanks.  I cleaned up AD, however, I did follow the Petri article just to verify it was cleaned up.
