Outlook 2016 message body display issue

Various emails in Outlook 2016 will appear completely blank in the preview pane and if you open the email in a new windows.  The headers appear, but everything in the body of the message is blank.  When Outlook is open in safe mode I am able to view the same email that was blank before.  I have ran a full repair of Office, re-installed completely, setup a new profile, disabled every COM add-in, and updated the video driver but Outlook will not open these same emails outside of safe mode.  The computer is running Windows 10 Professional 64 bit.  Does anyone have other suggestions or troubleshooting tips?

Please close your outlook and kill from task manager if the outlook.exe is running. Finally Start>run>outlook /resetviewpane  or outlook /safemode and check.

There are several switches you can try based on the issue.

setup a new profile  <-- I assume you meant Outlook Profile.

Make a new, test, Windows User Profile (Account). Log into the new Windows Account, set up Outlook and test.
