If you have just one image of known dimensions or more images having equal dimensions then do it at design time.
Of course, you could also accept image resizing to fit the predefined area.

If you don't know image dimensions at design time then you must update the RDLC at run-time.
Optionally when the number of differently sized images is not so high you could place several images onto one RDLC and hide unwanted ones based on some expression.

Additional way of image centering is to place the image into a rectangle or container in the RDLC report. This frame is then possible to center.
