Follow up on scanning your machines for viruses.

Try changing the Windows Theme to a classic theme and then using your wallpaper.

Well, check all applied GPOs that might force to use specific desktop background.

I wasn't specific...

This helped us.
Go to C:\Users\YOUR USERNAME HERE\AppData\Roaming\Microsoft\Windows\Themes\ and remove all.
Then you have to right-click on the picture you want to have as background -> Set as desktop wallpaper.
Reboot.
After that you should be able to change it as before.

Dear SAM  / Hello There  ,

Hi ,

i have done an analysis and found the problem with our AV  vendor .. affected machines are actually infected with a ransomware but it has been cleaned by the AntiVirus . However due to non Patching those windows 7 Machiens with Microsoft MS 17-010 still this ransomware is able to function with minimum behaviour. After Patching those Machines the problem has been solved but you need to disable Microsoft Server Message Block 1.0  ( SMBv1)  along with that .
