Black Wallpaper on Windows 7 that keeps returning even when changing it

HI ,

I have noted some PCs within our network which has a Black wallpaper ... when you change it it get changed but some times after restart sometimes after shutdown and sometimes after 2 or 3 restarts it goes back to black  again . I discovred more PCs with same situation so I tought it  could be a virus so i have esclated to out AV vendor and we scan the machines in 2 levels and send the output to development to  team for further invsetigation and NO threats were found .. anyone knows what could be the problem ?

all the machines runing windows 7 Enterprise

Check your Windows licence.
Follow up on scanning your machines for viruses.

Try changing the Windows Theme to a classic theme and then using your wallpaper.

all are activated
Well, check all applied GPOs that might force to use specific desktop background.
NO GPO implemented
Go to C:\Users\YOUR USERNAME HERE\AppData\Roaming\Microsoft\Windows\Themes\ and remove all.
Then try again.
go to this location
c:\Users\USERNAME\AppData\Roaming\Microsoft\Windows\Themes

Open in new window

and delete the file transcoded wallpaper, and restart. windows will automatically create new one.

have done previously and it works temprorely then again goes black
go to control panel - ease of access and click on Make the computer easier to see

I wasn't specific...

This helped us.
Go to C:\Users\YOUR USERNAME HERE\AppData\Roaming\Microsoft\Windows\Themes\ and remove all.
Then you have to right-click on the picture you want to have as background -> Set as desktop wallpaper.
Reboot.
After that you should be able to change it as before.

tired both and non works .  I already requested trial Licenses from another AV vendor and I will scan the machines again and see the result . if no threats found and the problem still exists  I will format the PCs to be in safe side .
