Deploy .xml with sccm to overwrite existing .xml file

I have a .xml file that needs to be updated on users PCs.

I have a .bat file and a .xml file on the share server. I'm using SCCM to push it out.

I'm able to push out the file if its not on the PC, however I can't OVERWRITE that file.

xcopy "%~dp0filename.xml" "C:\ProgramData\folder\" /Y

The command in sccm is "cmd /c filename.bat"

I run it when user is logged in and as administrator.

Deployment options is " run from distribution point".

For a simple XML deployment, I would use GPO file preferences similar to the file deployment in this article
