xenforo banned users

xenforo forum software
many users have their names crossed out and under their name is "banned"
but the user posted minutes ago

does "banned" mean that user can not post anymore?

According to Xenforo's site...

Banning is a final resort in most disciplinary situations and involves temporarily or permanently barring a user, email or IP address from the site.

Log in to the Admin Control Panel.
Click on the Users tab.
Click on the Banned Users icon.
From here you can ban users directly by clicking on the Ban User button. Bans can be temporary or permanent, but not irreversible, and a reason can be shown to the banned user if desired.

Any banned users will show in the list on the main Banned Users page. Clicking a user name will allow the ban details to be viewed and if required, the ban can be amended or lifted. Clicking the User Info link will open that member's profile.

Email and IP addresses can also be banned via the links in the list on the left hand side.

It is also possible to ban users using the Spam Cleaner.

In the event of a temporary ban, users could probably post again.
