Windows Server 2008 r2 Hyper v running on Windows Server 2016 getting " The name limit for the local computer network adapter card was exceeded"

About once a week I am getting this error on my network file server and it is causing some computers connecting to have issues.  The fix for it is to reboot the server.  I checked the netstat and do not see an unusual amount of connections that would cause this.  I also increased the allowable connections.

Has anyone had this issue?

To clarify, the 2008 R2 is a virtual machine running in Hyper-V set up on Server 2016?

Please post the results of the following PowerShell into a CODE snippet:

EDIT: General consensus on any references to the error states to reboot the server. I suggest that.

netstat -ano | find /c "TIME_WAIT"

to show the dynamic ports, recommended range is 1025-64510
netsh int ipv4 show dynamicport tcp

Yes. I already did that which fixed it for a couple of days. Then I had to reboot because it appears again

Is there a way to clear connections without reboot ?
