IPhone hotspot

I have a Droid phone. When my internet is down I turn on my hotspot and connect my laptop to the phone's hotspot. For this to work I need to turn off WIFI so my phone uses cellar connection. If I keep WIFI on, the phone tries to go out the WIFI which does not have internet.

I have been told that this configuration does not work with an IPhone. You need to keep the WIFI on or the hotspot will not work.

How can the IPhone hotspot work if it is connected to WIFI that does not have internet access? Does the IPhone realize there is not an Internet so it knows to  go out the cellular connection? Why would it not work if WIFI is off?

The Iphone doesn't need Wifi in order to work as a personal hotspot! As mentioned by John Hurst just set it up and you're good to go and make sure your bluetooth is on as well.

Correct.  You CANNOT use the WiFi to connect the iPhone to the Internet when the same phone is providing Hotspot services to other devices over WiFi.
You data only uses ONE connection and you must use Cellular and then your Hotspot as I suggested at the beginning here.

Yes exactly. and even if your  cellular internet for any reason stops providing internet then your hotspot also stops providing internet ( it will not use your WIFI internet).
