"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You would follow this article to install licenses: https://blogs.msdn.microsoft.com/olc/2010/02/03/windows-server-2008-r2how-to-activate-remote-desktop-licensing-serverhow-to-install-rds-cals/

As you can see in the Microsoft matrix, your cals have downlevel rights. Basically you would buy the current CAL edition, in this case Server 2016. You would then apply those CAL to the 2008 licensing Server. https://social.technet.microsoft.com/wiki/contents/articles/14988.rds-and-ts-cal-interoperability-matrix.aspx

The comment received a thumbs up from the original poster. I believe the comment answered the question about how to perform licensing on terminal services.
