need to deny access to our exchange servers GAL & OAB to some users

Create separate Address book policy, that policy should not contain any GAL or OAB and assign that ABP to those users.

This link is for Office 365, try to follow same in ON-prem and check if that helps.

Worked really well on Exchange Server 2016.

Now Students can't see staff emails addresses and groups.
