Open browser and  enter website in a browser, the computer will check local DNS and if don't resolve locally it will look to root hint DNS so that it will check outside the local domain. If he resolves locally via root DNS it will forward your request to the servers via port 80 and will reply with with the website being loaded in your browser.

you can definitely get more complex than that explanation but essentially that's what happens.
Unless it is a DNS server, I don't believe it will use root hints directly at all.  It will ask whatever it is pointing to as its DNS server and let it sort it out, accessing root hints or forwarders if needed.
