Win 10 Start & Action Center buttons NOT working

Win 10 Pro Start button & Action Center button will not work.  This is happening on two of our workstations.  Were working fine, suddenly stopped working.  Have tried multiple fixes without success.  Fixes tried -  sfc /scannow;  Dism /Online /Cleanup-Image /RestoreHealth;  Powershell (admin) ran -  Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}  and  Re-registered Action Center -  Get-AppxPackage | % { Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppxManifest.xml" -verbose } ....  all with no effect on either the Start Menu or the Action Center buttons.  If I "right-Click" the Start button the correct menu items display (ie - Apps & Features, System. Device Mngr, WinPwrShell, Settings, Run, Shut Dwn, etc).  So, I am at a loss on how to move forward to correct the issue of the two buttons NOT working on the two workstations.  Any help ?????

This happened to me too.

1. Check if your Windows is up-to-date.

2. Try another profile

3. Try to perform a system restore to an earlier point.

4. I suggest you to enter Safe Mode with minimal requirements. Also use Diagnostic startup and then Selective startup with no option selected when booting. (msconfig option...) If the issue disappears, it's a sign that OS, software or drivers are corrupted.

5. If you still have problems:
Go to the Media Creation Link:
Click on the Download thi tool button choose Open, not Save and run the program. Choose Keep Everything option.

6. You have to reset you PC: Settings -> Update and Security ->Recovery -> Reset this PC -> in my case I had to choose "Remove Everything (Just remove my files)" option, but you can try it with "Keep My Files" first.

Hello There .... Thank-you for the information.  I will followup over the weekend.  My wife is being treated for cancer and today was treatment and tomorrow is recovery.  So, Saturday or Sunday will be my first day to attempt your suggested solutions.  Again, thank-you and I will definitely follow through & let you know what happens.
