O365 Download disabled for one user

Is there a way to disable the feature of downloading Software in O365 for one user?

remove the office 365 license from them
globally you can go to settings/apps and disable all and then manually deploy the software you want the users to have

Unfortunately, it's an all or nothing setting.  If you disable downloads in O365, no user will be able to download and install the O365 ProPlus client.

But maybe that's what you want instead?
