SQL 2014 msdb database stuck in Recovery Pending

We have a SQL 2014 database with a corrupted msdb database.  The database state is "Recovery Pending"..  No Backup, i do have a windows server backup of the mdf and ldbf files, but nothing seems to be working.

Hello NettieEck,

you can restore MDF and LDF files in separate DB.To do so, create new DB and attach the database by using these files. If you won't able to do this then, read this blog: https://www.stellarinfo.com/blog/fix-sql-database-recovery-pending-state-issue/

Thanks for getting back to me.  Unfortunately, because this is a system database sql won't let me do that.

RESTORE DATABASE msdb WITH RECOVERY
