outlook 2016 unable to set up a signature

computer on company domain. Windows 10 , office 365 , outlook 2016.  Lenovo laptop.  When you try to set up a signature the icon just spins for about 10 sec and does nothing.  I have taken for following troubleshooting steps
1). start outlook in safe mode
2). uninstall and re-install office from portal.office.com
3). do office updates
4). run office set up and recovery tool
5). deleted outlook profile
A restart was done after each step.

Retry with another windows user account for a test.

try the following:
  • close outlook
  • go to  %appdata%\Microsoft\Outlook
  • rename the file outlook.xml to outlook.old.xml
  • re open outlook again

This was resolved by removing the temp version of office. Lenovo is shipping with this and can be very hard to remove must remove it from apps and features then use a Microsoft removal tool.
