In Outlook 2010 and 2013 mail is showing "Updating Folders" and not received any mail. When re-open it will fetch all mail.

After Migrating to Exchange Server 2016, mail is flowing smoothly for 1-2 days but now in outlook 2010 , 2013 version, mail is showing 'updating folders'even exchange server is connected and mail is stuck means not received any mail then i close and open outlook, it will automatically fetch all mail and after some times again hangs, when click on send and received it will showing updating folders even mail is not sent that time.
  I don't think its outlook issue neither network Connectivity. What may be the issue? Please help

If only a few users..please try to recreate the Outlook profile.

I would determine if the client is set to cached mode. If so then updating folders is to be expected for a short period of time when initially opening the mailbox.  You can disable cached mode under File > account settings > mail account > more settings > advanced > Uncheck use cached exchange mode.  If this stops the updating folders status then its most likely the mailbox has not fully downloaded to the local machine.

i have created a new profiles too many users even after a couple of minutes it will be hanged, mail will be showing updating,sent mail in outbox but when i reopen outlook again it will fetch all mail. I tried with Cache mode disabled too but here issue is outlook will be hanged, not responding in many users.

When outlook hangs if you check the status in Outlook.

In order to check the status in Outlook please run Outlook /RPCDiag

All Configurations from Exchange Server 2016 is fined but issue only arises in Client Pcs Outlook so after Updating the Office Package with Latest Service pack, it is solved.
