Best programming language for a highly responsive site

I am good in Vb.net, very little practice in C#, JAVA. I want to start building a website that will require customers in various location to login and be able to view and update their own pages. Client's of my customers should also be able to create a simple profile, view item and also make selections of items for further purchase.

the site may not accept direct payment

Is VB,NET sufficient for this or i need to upgrade my JAVA or C#

Which language should be the best for this

since it's a web-based solution for your client and you're using either VB.NET or C# (based on what you familiar with), try develop it in ASP.NET with MVC architecture, or you can use the conventional ASP.NET Forms.

in general, not much difference between VB.NET and C# in term of functionality as both are under .NET Framework umbrella but personally I would prefer C# for programming.

We probably no need JAVA here but Javascript framework such as jQuery (with Bootstrap) is definitely needed for your web front end creation.

The server language is irrelevant - it is used only to output markup that is interpreted in the browser.

It is the client side technology you want to focus on - for instance using a responsive library like Bootstrap.

Responsiveness is a function of CSS styling and HTML markup (optionally with a bit of JavaScript thrown in) - the server side language is used for processing the client requests, routing them to the correct controller, extracting data from the model and sending that data to a view.

The view is HTML + CSS - which is independent of scripting environment.
