GAL to Contacts for entire company

I have a client that wants the Global Address List to automatically transfer to Outlook contacts so that everyone has all employees as contacts. She would also like for this to be set up so that even a new user will have the contacts by default. They only have about 30 employees. They are using Office 365 with Outlook 2016 installed on almost all machines.

Is this possible?

What's your plan in the event contact information changes or someone leaves the company?  Let alone for 1 contact but for all of them.  I cannot see this as being a viable long term solution.

Just use the GAL.
I would Agree with Todd here, This seems like it would be a management nightmare because every computer or account would need to be touched on an update.  This was the purpose of the GAL to begin with. What is the rationale behind a move like this? I could help, but this is a very bad idea.

So, backing up....

A client with a little IT knowledge can be a dangerous thing; she might know just enough to suggest the worst possible solution.  What does she wish to accomplish by doing this?
