Hello, I want to be able to create a SQL Trigger to email abc@gmail.com when the following field falls below -1 cost.

You didn't say when the value goes to -1 so I'll assume that only happens during an UPDATE, i.e. you can't INSERT -1 value for that column.
With that said, this is an example on how you need to do your code:
CREATE TRIGGER trg_TriggerName
ON dbo.TransDetails

    IF EXISTS (SELECT 1 FROM inserted WHERE LocalCost <= -1)
        EXEC msdb.dbo.sp_send_dbmail
          @recipients = 'abc@gmail.com', 
          @subject = 'Local cost failed below -1', 
          @body = 'Please perform the necessary action. The local cost failed below -1.';
