A VIEW, in essence, is a virtual table that does not physically exist in SQL Server. Rather, it is created by a query joining one or more tables.

And a meta-data view is basically a view which shows data about data. For example, select * from sys.tables will return all tables in a database and a select * from sys.columns will return all columns from all tables. These are views because they query underlying system tables and show a lot more developer friendly "view". Essentially the way you "see" the information may not and many cases really not stored that actually. Hence the word "view".

Yet another aspect of this is Microsoft doesn't want to see (and alter) any base data which may result in an inconsistent state. There might be relationships somewhere which needs to be modified too. Hence the system stored procedures to perform the task or the DDL statements.

it is defined with VIEW.  It can be used to hide metadata info of table and only returns the view's metadata to the client.

Metadata is all the information that exists in a database that isn't really user data. It's related to the SQL Server and database objects.
So when referring to metadata view, is mostly saying that information is available to you to see. That doesn't mean that you'll have access for the information stored in the database. For example, if you have permission to view metadata, you can see all the tables in a database and the respective columns (name, data type, size, ...). However, it doesn't mean that you can perform any data operation (SELECT, INSERT, UPDATE and DELETE) with the table.

Are you trying to use the INFORMATION_SCHEMA views? Or the Dynamic Management Views?

You can use the ANSI/ISO standard information_schema to get metadata about SQL Server objects. But SQL Server's own system tables and views provide much richer information. Read about them at https://docs.microsoft.com/en-us/sql/t-sql/language-reference.
