Move 2008 sbs dc to 20012 server

I am replacing and Windows Server 2008 SBS Domain controller with a 2012r2.  I performed most steps except the dcpromo to unjoin the 2008 server becuase dcpromo will not run.  Some items have not appeared to move over to the 2012 control and the 2008 server is now having problems (e.g. it takes 20 minutes to login and the network shows it is not online but I can ping and access shared folders).

I have attached a dcdiag test from the 2012 server.   What is the best way to move all the operations for the DC from the 2008 (broken server) to the new 2012 server WITHOUT demoting the 2008 server?  As mentioned, the 2008 server won't allow me to run dcpromo

Please review dcdiag attachment and provide any recommendations so that I may sunset the 2008 server off the network.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

What steps?  What checklist are you using?  What's the error when you attempt to run DCPROMO?  You really need to provide details...

Have you updated the DHCP Server to point to the new server for DNS?  Do you see SysVol and Netlogon shared on the 2012 server?  Did you transfer the fsmo roles?  What's the output of NETDOM QUERY FSMO?

RUN DCDIAG /C /E /V and redirect the output to a text file - it was hard reading what you posted.

Hello Lee, thank you for your post.   I followed these steps...

When I run dcpromo on the 2008 server a window opens that says "Checking if Active Directory Domain Services binaries are installed..." and it has sat there for 2 days.

Per your reqeuest I have attached a file running DCDIAG with the parameters you listed.
