IBM MQ Subcacity licensing

Does a prd MQ server product installed  in a passive standby multi instance queue manager installation, invoke sub capacity pvu licensing ?

I wish to use a second hyper visor in a 2nd data centre to run MQ.  The 2nd MQ instance will be paired with the primary and will only become active in the event of primary failure.

I am aware that IBM license is a mindfield.  I use subcapaity pvu license to keep cost down.  I am unsure how to clarify the passive secondary MQ manager instance ?  Any tips or direction on how to determine.

I run ILMT and have big fix agents on all server running MQ.
