RD Licensing Manager Error

We are trying to activate Terminal Server CAL licenses, but the install wizard is saying they're already activated on another server. The catch is we did the "Rebuild the license server database" option which is supposed to delete any licenses that are currently installed so you can reinstall them, but like I previously mentioned they're claiming to already be active. Is there another option to get these licenses reinstalled?

Call the Microsoft Clearinghouse and tell them what's going on. They're ultimately in charge of RD licensing, and I've had numerous customers with this sort of issue.
