I know about templates but my firm is saying about OEM. I dont know if they are different or same.

For you to deploy VM via a template you may need volume licensing from Microsoft. OEM OS's are tied to the machine that was purchased

This document may help explain it better, but you cannot use an OEM iso or disk from Dell or HP to deploy machines.
