Issues ater vsphere HA cluster configuration

I have 2 identical dell server hosts running esxi 6.5.  I have Vcenter installed on one of the windows server 2016 VMs running on host A.  I have the Vsphere essentials PLUS kit.  I have added my datacenter and my cluster. I turned on HA on the cluster and i can see that it is monitoring the master host and will change over to another host if I pull  the network cables from the master.  But my VMs appear not to be migrating to the other host.  I am running an iscsi NAS  for shared storage and added that as a new datastore to the cluster.  on the NAS i do see some small files created to show powered on host status.

where can i start to troubleshoot why the VMs are not available to the other host?

Okay, a quick test to check if HA is working, is remove power from the Host A when you have a test VM on it, if HA is working, after a few miniutes 1-2, it should restart on available hosts.

If VMware HA is enabled.

Hosts do NOT Migrate, they are restarted!

so the VM files actually have to be stored on the shared storage device?  not on the local datastores on the servers? correct?  i did get a sucessful failover but only after i moved the VM to the shared storage

i successfully got HA to failover and restart the VMs
