Oracle 12c RAC Upgrade: Cannot Ping the VIPs or the SCAN Address

Problem with an Oracle upgrade from 11G to 12c. Failed miserably with the new Grid Infrastructure Management Repository (GIMR) part. Cannot ping VIPs. We decided to bypass the GIMR and install manually after a successful Grid Install. Grid install completed and says successful. However, now the scan/VIPS are not happy getting the following error that need to be fixed before able to proceed with the install:

crsctl stat res -t reports

ora.scan#.vip OFFLINE
ora.oracle-#.vip OFFLINE
ora.LISTENER_SCAN#.lsnr OFFLINE
ora.LISTENER.lsnr OFFLINE

Node 1 has the database and ASM online. Node 2 appears to have ASM online but not the database.

Need to get VIPS scan work. Any ideas, suggestions?

Check the Listner Status . Seems like your Listner Entry is missing something.

Believe we have tried this command: crsctl start res ora.scan1.vip

Should this be executed as the "oracle" user or "root"?
