How to create new contacts in Skype for Windows 10? - mystery to me.

How do I create a New Contact in Skype (Windows 10 version)  
Have been searching 'Help' for an hour  without success) . I get the following response from the Microsoft site:
"Go to Contacts.
Select the add contact icon or click directly in the search text box and type the name, Skype name or email of the person you want to add. Click  Search Skype.
Select your friend from the search results and click Add to Contacts."
WHEN I SEARCH FOR THE NAME (SAY 'JOE FOLEY') I GET ABOUT 20 JOE FOLEYS. SOME HAVE A LOCATION ATTACHED. OTHERS DONT.
SURELY THERE MUST BE SOME OTHER WAY?

Searching by name has *always* been the least efficient way to add contacts to Skype, and that isn't just with Win10.  That goes back many years, to when Skype was an independent company.

Ideally If you know the person you want to add, in eons past, they'd give you their "Skype ID."   Now that means they'd give you their "Microsoft ID."  Type that in and you'll get exactly one result: the contact you want.

Note that what you posted from the Microsoft site says this:
type the name, Skype name or email of the person you want to add
Problem is, "name" can be lots of folks, such as John Smith, Jane Doe, or Joe Foley, whereas "Skype name" and "email" are unique. So, my advice is to ask your contact for his/her Skype name and/or email address. Regards, Joe
