Can't install Net Framework 3.5

I'm trying to install Network Framework 3.5 on my windows 10 enterprise desktop.  I can't do it.  I've tried everything that I could find and I still can't install. The error is 0x800F081F and the information is not very clear.

.NET is built into Windows 10.  Did you look in Windows Features?   Control Panel, Programs and Features, Windows Features. Make sure both .NET features are enabled.

If they are, run DISM.

Open cmd.exe with Run as Administrator and run dism.exe /online /cleanup-image /restorehealth  .  Restart and test.

When I try to enable it from control panel etc that's the error I get.

I did not see any error posted, but no matter.

If you cannot enable .NET as described, try running DISM as suggested.

If DISM does not work, run a Windows 10 Repair Install

Go to the Media Creation Link

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.

MS will tell you to check for updates and then do an sfc scan.

This site has a few extra steps.

after running DISM... I was able to install 4.7 but not 3.5?  i'm trying to install VMware client 6.0 and it's failing on the net framework.
