If this does not work, can I use Target Disc Mode? I want to move MS Office 2016 to another Mac Mini - both with High Sierra

You can't move MS Office 2016 that way.  You still have to reinstall and authenticate your license again.  The license file is generated based on your system id.

The "Logout failed" message means that you have some App open that it can't close, likely because it's waiting for you to save a file.  Close all your apps before you run Migration Assistant and you won't get that message.  Migration Assistant logs you out so that it can access all files without interference from having open files.
