As per the VLookup formula...

Lookup Value --> C2
Lookup Table --> $A$2:$B$24 on Department Conversion Sheet.
Column Index --> 2  i.e. 2nd column in the lookup table.
False --> Exact Match.

So the formula checks the lookup value (C2) in column A in the range A2:B24 on Department Conversion Sheet and if it finds the exact matching value, it returns the corresponding value from column B.

AS per your look up and data

c11=> department_id (example=>228)
$A$2:$B$34=> the other sheet value
2=> Department in ($A$2:$B$34)

False => exact match( either u should specify 0 or 1)

so it takes store id and compare with department conversation sheet A column store id when it matches return department name
