ODBC and back out list
Will the ODbC backout list work for fail over to a secondary server using Data Guard (as opposed to RAC)

I also have no idea what a "backout" (or "blackout"?) list is. And, I agree that an ODBC connection is just that: a connection to a database. For connecting to Oracle databases with ODBC, you usually need an Oracle client of some kind, where the actual connection information to Oracle is configured, then an ODBC connection that points to your particular Oracle client configuration.

odbc is just a connection, by my knowledge
however, for an oracle connection
the listener settings for a connection can be set so as to failover to a different database
you can setup multiple addresses to choose to connect to
