Public DNS servers-replication

I have 2 authorative public DNS servers(ns records)
Primary is on site(windows server) and secondary is at ISP.
If I add record on primary public dns is this record replicated to secondary at ISP?
Is this option for replication on primary public dns windows server?

This depends entirely on how the DNS server is set up at the ISP, but if it's the ISP's DNS server and not yours, I'd wager they're not pulling updates.

how these both servers are connected ?

are they in private network or in public network ?
no matter where both servers are placed, as long as they can communicate with each other over TCP 53, it will work
