Licensing question for Windows 2016 Server

I am setting up a Windows 2016 server for use with the Maria database server.  At this time this is the only purpose for the server. It will have more uses down the road. The database will be accessed via IP address. My question is do I need cal's for everyone that is going to access the database bearing in mind this is the only servicebeing used.

database and windows servers are two different products and both have separate CAL options

U do need CALs for every user who is accessing windows server by any means like accessing database or any other software installed on same server

Windows CALs are needed to comply with the windows portion of licensing in this scenario.
