Email Forwarding Rules

I am using Exhcnage 2013 and want to make forwarding rule to forward all outgoing emails to a single mailbox.  For this purpose first I used mail flow rules and these were working fine with an issue that these rule were not capturing the emails which were BCC to outsiders.  So to resolve this issue I removed mail flow rules and opted journal rules in Compliance Management.  The journal rule can capture BCC emails but it doesn't filter inbound & inbound emails and keeps on forwarding all emails.  I want solution of this issue i.e., Only outbound emails should be forwarded to designated mailbox including To, CC & BCC.

Journaling is the closest your are going to get for what you are looking for by using the 'External messages only' in your journaling rules. The down side as you stated:

External messages only - Journal rules with the scope set to journal external messages sent to recipients or received from senders outside your Exchange organization.

So not only will it capture you externally sent emails it will also journal your external emails coming into your org, but it will not journal internal to internal. Everything going out will be journaled and everything coming in will be journaled, but nothing internal to internal will be journaled. That option is the closest you can get to what you are requesting.

Journaling is the way to go indeed, however, I never had problems with internal to internal. It's all captured.
Since I also use 2013, you should have no problems either.

Yes, the scenario of Journaling rule is working but making it difficult for managing postmaster mailbox because this mailbox gets filled repidly and I have to make it empty time to time.  Even I have created mailbox rule to separate external incoming emails and delete those emails.  But that rule only triggers when I login postmaster mailbox.  I want some permanent solution or any of its alternative.  Here I have beifed complete scenario in following image:

on you outlook rule, do you have the following options selected in your rule:

"on this computer only" under conditions and "stop processing more rules" under actions,

I use these 2 options in my outlook rules to delete certain emails i get and it deletes them even if i don't open outlook.
I have outlook to move it to the deleted items bin, but you can set it to delete also.

Other than that, there is no other solution i can see available for what you are attempting with journaling.

I am sorry for having very late response.  I couldn't follow can you please give brief explanation for how It can be set so that Delete external incoming emails will be deleted without opening mailbox of postmaster.

Create new incoming rule for ALL messages.
At the end, put in an exception "except with specific words in the sender's address"
The words is of course the end part of your email address.

It means, only messages sent from your own domain will be kept.
