I had this question after viewing I/O is frozen on database []. No user action is required. However, if I/O is not resumed promptly, you could cancel the backup..

How can i troubleshoot I/O Frozen  issue.?

SQL VSS Writer is need for Backup databases. If you don't have this service running, backups can't be performed.
So I guess that every time you run a backup command, it will start the service if the same is stopped.

we have configured SQL native backups using Maintenance plans and not using any third party backups.

SQL native backups this also uses the vss writer

Any SQL Server database backup will always need the SQL VSS Writer to be up and running, doesn't matter if it's called from a 3rd party or natively (3rd parties will need to invoke native SQL Backup command).
