Disable or get rid of Cortana?

I have several business machines Windows 10 and our internet is locked down. Some users have no internet at all.  Is there a way to get rid of Cortana without disabling the ability to search?  I don't want my user on the internet ever time someone tries to search something.

Right click on Taskbar -> click Cortana -> click Hidden

Yes that hides it but it's still trying to connect to the internet

In Cortana Settings, turn Windows Cloud Search OFF

Thanks that did it.  Now I have to find a way to make that a default.
