Exchange 2010 to Office 365 migration

I am just starting an exchange 2010 to office 365 hybrid migration when trying to setup a remote move migration batch I get an error when it tries to find the Remote MRS proxy server,
if I go to (on the internal network) I get prompted for a username and password, on an external connection I get 403 - Forbidden: Access is denied.

Do I need to update a permission?

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.
