emails bound for Exchange 2010 stuck in Exchange 2016 queue

Exchange 2016 to 2010 migration went bad. Exchange 2016 no longer proxying to Exchange 2010. Can the 200 emails stuck the Exchange 2016 queue be manually copied to the 2010 queue?

No you can't manually copy the messages in transport from 2016 to 2010. What is the error you see in the 2016 transport queues?

You can try exporting the messages from the Exchange 2016 email queue and then, paste the received .eml files to the Exchange 2010 Pickup Folder.
Here is the detailed guide on how to export the messages: Exporting messages from mail queues on Exchange 2010/2013/2016. In short, you have to suspend all emails in the queues - only suspended messages can be exported, and then export your queue's content:
Get-Queue | Get-Message | Suspend-Message;
$MailExport = Get-Message;
$MailExport | ForEach-Object {$temporary="C:\queuexport\"+$_.fromaddress+"_"+$_.subject+".eml"; export-message $_.identity | assemblemessage -path $temporary}
