How to restrict access to http URL

I have a Windows SBS 2011 server hosting an application which gives access (with username and password) via http port 8086. I have a Vigor 2960 Dual-Wan Security Firewall which currently port redirects 8080 to the server.
How can I restrict access to the URL to certain people (field engineers) who use laptops, smartphones to access the site?

As your field engineers are likely going to be accessing from different external IP addresses (and likely dynamic ones at that) I would say one option with what you currently have would be lock out external access to the URL completely and setup VPN on the Draytek for the engineers. The engineers would have to dial in on the VPN to access the url.

Yes, I agree with Andy...use a VPN or Cert based authentication via NPS (Network Policy Server) formerly RADIUS server.
