Cannot start service from the cmd line or a debugger

Lonovo laptop T470s new out of the came with windows 10 installed. I installed office 365 synced with sharepoint and am now getting this message at start up

" cannot start service from the command line or a debugger. a windows service must first be installed (using Installutil.exe) and then started with the server Explore, Windows Services Administrative tool or the NET START command.

I configure these on a daily basis for our company and have never had this issue. We do not install any custom code very basic with office 365, sharepoint,  This only comes up at start up and once told ok it goes away till the next start up.

Right-Click the task bar> Click Task Manager>Click the StartUp tab
Narrow it down to what is doing this at start up and disable it if it is not needed.
