Once you've selected an app to associate with the protocol the only way to get back to the "+ Choose a default" option (where you get a list of choices for your phone number) is to Reset all the settings back to Windows Default.
If you've made no other changes then you'l have no other effect but if you've made a lot of customised changes to default apps you'll have to start again.
Microsoft assume than once you choose a default app you only want to use a single app in the future.

To reset
Windows Key > "Default App Settings" > 
Scroll down to 'Reset to the Microsoft recommended defaults'

Click the Reset button

When the tick appears you're back to your previous setting.

resetting all works. I did not try yet because I have alot of defaults.
