Can error 0x80070643 Windows Server 2008 R2 error be related to IE11?

I posted a question earlier in regard to an error of 0x80070643 that I am getting on Windows Server 2008 R2 when I am trying to add the feature of Windows Server Backup.  I am wondering if the issue is related to IE 11.  In observing logs, it looks like IE 11 installed, but it is wanting to install it again in the updates.   It is seen and running fine on IE 11 but there is no listing of it in Control Panel / Programs or the registry that I can tell.  Something similar has been noted in reading about IE9.   A colleague suggested running cd "%userprofile%\Desktop" IE11Update.exe /update-no from an elevated command prompt to see if it updates and fills in missing listings.  If this is the case and worth a try, does anyone have a link to a safe IE11Update that would be safe to download?
