Windows 10 Pro will not boot up--has black screen w/ circling dots...

Windows 10 Pro- Build 17128, when booting up does not complete itself. Black screen with swirling circle of dots is the result. Multiple boots, nor Repair helps. Thank you. j

Those dots indicate the system is functioning in the background. I have seen windows take hours to boot if a bad update occurs. Make sure the device is connected to an active internet connect, and leave it alone for a while. The more you interrupt it the worse its going to be.

Can you go into Troubleshoot on boot up repair and "Reset this PC" and keep my files? If not probably what has happened is the registry hive files for boot have been corrupted and you will need to take the hard drive, connect it to another PC and explore the directories for the retained good version. Then manually replace them and reboot. This process is the manual version of "Last Known Good Configuration" for Windows 10. Think of it like a final NUKE option.

That is an Insider build (no guarantees of any kind)  . Can you boot from USB?  Try installing fresh and see if that works.

Thank you for that, James. This has been a recurring problem for some time. I did see where others have reported some success w/ unplugging USB connections such as Keyboard, etc.  Surely you, or someone has a better solution than that including long waits--been there; they are forever (hours). I'm a bit puzzled that this issue has only vague speculation fixes. On my end, in trying to fix, I've tried Recovery- goin into advanced settings using Restart (F-5 Key) into Safe Mode, then running a slew of utilities which usually present a clean Restart w/o stalling. In time, that fix reverses itself to same old thing. So, here we are...I do thank you--looking for a permanent fix, though.  

FWIW, this 1st use of Experts Exchange in several years--was a paid customer for a long time (coupleO years)--rarely used your services, so I quit. Would be glad to re-instate my membership if this is fixed!  Thank you.  john andrews

As I noted, this is an insider build so if it has been going on "for some time", you need to (if you can) update BIOS and Chipset on this machine as newer Windows Updates depend on BIOS updates for the complete Meltdown fix.
