Are you talking about in the sense of traffic anomalies and so on? There exist a lot of products like Darktrace. Different products detect and understand different systems better than other. The types of things I am talking about literally just listen to traffic on the networks the systems are on and alert for strange activity.

Yes.  Based on some research on the internet, I know that a lot of organizations have a robust asset management systems that can detect and catalog both IT and ICS.  The next step would be monitoring ICS in the context of  identify, defend, and protect.  I checked a lot of Incident response, SPLUNK, Qradar articles but I could not find anything specifically about monitoring ICS in the form of a white paper or scenario.

Part of the issue is that a number of ICS manufacturers utilize proprietary protocols. That's why I mentioned some companies like Indegy and Darktrace. Indegy I *think* Indegy had a partnership with Rockwell that allows them to work with the proprietary protocols of a few manufacturers. Bayshore Networks has a product as well. Basically, I'm naming products that will give you the greater visibility for ICS systems to begin with. Some of them CAN take actions, that's up to you. Bear in mind that types of actions you want to take with ICS depends on the exact type(s) of system(s) you're running.

Here is a 2 year old presentation from Splunk and Booz Allen Hamilton regarding this topic, but ICS security tends NOT to be an out of the box strength of SIEM products, hence your lack of information from Splunk and IBM (QRadar).
