What is dc version, ad functional level and from where you trying to deploy gpo ?
I suspect some issue with gpmc machine
Get windows 8 / 10 machine without hardening policies and install gpmc and from there check if option is active or not

sir it is windows 2008 r2 and it is domain controller and I am admin and I am trying apply gpo software installation to all pc but previously it was available to tick and now it isn't.
is their any regedit trick to enable it
