Real-Time Log of Ongoing Changes for a Web Development Team

Need a kind of a shared file that two, or three, developers can add comments to.

Working on a redesign of a website.  Four people.  Each contributes a bit to the project.

Need to know if there is a program which will let us each log in to the file, either by web or, better, by LAN, and add a bit of comments to the project list.  So we can all see what we are working on and what has been completed.

you need to implement some sort of Shared Source Code environment i.e. using git or github or even visualstudio.com's TFS (free for up to 5 developers each dev checks out and in various sections and when they commit they add comments, the versioning system will show you the changes in the code plus the commit comments
