Can you reorganize a Crystal Report?

I am working with Crystal Reports 9 and have created a report with multiple headers and details. Each header, aside from the one used as the title of the report, is linked with a specific detail below. However, all the headers are grouped together and all the details are grouped together. My question is, Is there a way to design the report so that the linked detail is directly below the header, or can they only exist in these groups? I have been tackling this problem for a while, but haven't come across any solution.
