MYSQL Not Working

Dear experts,
One of our users is running MYSQL and receiving a --> d:\program files\mysql\my sql server 8.0\bin\mysqld.exe> has been restricted by your administration by location with policy rule placed on path mysqld.exe.
User is running the service using local system and it is not running.

It's exactly what it sounds like. It means that your system administrator has intentionally blocked all programs called mysqld.exe from running. This is typically enforced by a group policy. You'd have to talk to your system administrator to ask them why and to see if they could make an exception for your user.
